Tog rating tells you how warm a duvet is. It tells you nothing about how that warmth is achieved, and that is where the quality difference sits.
Fill power measures how much space a given weight of down occupies. High fill power down is made of larger, more mature clusters that trap more air per gram. So a high fill power duvet reaches a given tog with less weight, and a low fill power one reaches the same tog by using considerably more filling.
The practical difference is enormous. Two duvets can both be 10.5 tog. One is light, lofty and breathes well. The other is heavy, dense and traps moisture. Only the fill power tells you which you are buying, and most retailers do not print it anywhere.
That is the single most useful thing to know about buying a duvet, and it is why a brand that publishes fill power deserves credit.

A point worth making because it contradicts the usual advice: many modern UK homes are warm enough that a 13.5 tog winter duvet is uncomfortable. If you wake up hot in January, the duvet is a more likely cause than the mattress, and it is a far cheaper thing to change.
Down sourcing, and the question to ask
Down is an animal product and the welfare question is legitimate. The practice that concerns people most is live plucking, which is prohibited in the EU and which responsible suppliers explicitly disavow.
The question to ask any down retailer is whether the down is a by-product of the food industry and whether the supply chain is certified. Brands that can answer that clearly usually do so on the product page. Brands that cannot, do not.
If down is not acceptable to you, high quality synthetic fills have improved considerably, and the warmth-for-weight gap is narrower than it was. They still do not match down for breathability, which is the property you notice in a warm bedroom.

Before ordering, check the tog against how warm your bedroom actually gets. An all-season set is usually the best value, and if you wake up hot in winter the duvet is a far more likely cause than the mattress.
